The short answer

There is no rule against throwing out a mattress in Cleveland. The rules are about how it is set out: City of Cleveland bulk collection takes mattresses only during the first full week of the month, only wrapped in plastic, and only as one of up to three bulk items per home. Most inner-ring suburbs have a wrap rule too. Skipping all of it costs $103 for a queen picked up from inside.

The City of Cleveland rule, in plain terms

  • When: the first full week of each month, on your home's regular collection day. Not the week after.
  • How many: up to three bulk items per home. A mattress and a box spring are two of those three.
  • How: mattresses and cloth furniture wrapped in plastic.
  • Where: the tree lawn, the grass strip between sidewalk and street, the same place your carts go.

The City also runs two residents-only drop-offs: Ridge Road Transfer Station at 3727 Ridge Rd (Monday to Saturday, 9 to 3, up to 4 cubic yards per visit) and the Carr Center at 5600 Carnegie Ave.

City households already pay a waste collection fee of $8.75 per unit per month. If the timing works, bulk week is the obvious first choice.

Suburb by suburb

The City's rule does not apply once you cross into a suburb. Each runs its own program, often through a contracted hauler.

Lakewood

Mattresses, box springs, upholstered furniture and carpet must be wrapped and sealed in plastic. Bags are sold for $3 at the city Drop-Off, 12920 Berea Rd. Set-out hours are 6 pm to 6 am, and an improper set-out carries a minimum $100 fee.

Parma

Rumpke collects bulk with weekly trash, but mattresses, box springs and upholstered furniture must be wrapped in sealable plastic.

Euclid

Kimble takes bulk on the regular day if mattresses and upholstered pieces are double wrapped in plastic and sealed with duct tape.

Cleveland Heights

Four items per pick-up on a rotating route, fabric items wrapped in plastic, extra items $10 each up to ten. The City says it does not accept bulk from large move-outs or clean-outs.

Shaker Heights

Bulk is by request only, up to three items per pickup, placed on the driveway, with mattresses and soft furniture wrapped.

Outside these, look up your own city's service page. Do not assume your rule matches your neighbor's in the next suburb.

Why the wrap rule exists

It is not bureaucracy for its own sake. A bare mattress soaks up rain and snowmelt and gets much heavier. It can carry bed bugs to the truck and to the next house on the route. And it is unpleasant for the crew who has to lift it.

In practice, the wrap rule is the step people skip. A mattress bag has to be pulled on inside the bedroom, because once the mattress is wedged in a narrow staircase of a 1920s double, there is no room to bag it.

What counts as dumping

Leaving a mattress outside the program rules is where the legal trouble starts. A mattress behind a garage on the alley, on a vacant lot, or beside a commercial dumpster is not set out for collection. It is dumped.

The City of Cleveland takes this seriously enough that its waste division notes a witness to dumping can be eligible for 50 percent of the fees collected if a conviction follows. Neighbors notice.

Renters: putting a mattress beside the building's dumpster usually breaks the lease and lands on your deposit statement. Ask the landlord what the building allows before move-out.

If you're doing it yourself: a set-out checklist

  1. Check your city. The City of Cleveland, Lakewood, Parma, Euclid, Cleveland Heights and Shaker Heights all differ. Confirm your day and your wrap standard.
  2. Buy the right bag. A queen needs a queen-size mattress bag. In Lakewood, the $3 bags at the Berea Road Drop-Off settle the question. In Euclid, plan on two layers and a roll of duct tape.
  3. Bag it in the bedroom. Stand the mattress on its side, pull the bag over from the top, and seal it before it moves.
  4. Count your items. Mattress plus box spring is two of the City's three. If the frame is upholstered, that's the third.
  5. Carry it with two people. A bagged mattress is slippery on old wooden stairs.
  6. Set it out on time. Lakewood's window is 6 pm to 6 am. In Shaker Heights, request the pickup first and put it on the driveway, not the tree lawn.

Shaker residents can also take a mattress to the drop-off at 15600 Chagrin Blvd on Saturdays, once per household per quarter.

Winter makes every rule harder

From mid-November until the lake freezes over, lake-effect snow can bury tree lawns, especially once you climb into the Heights on the east side. A wrapped mattress on top of a snowbank is not a stable set-out, and plows push snow straight onto it.

If bulk week lands during a storm, it may be better to hold the mattress inside and wait, or skip the curb entirely.

The no-rules option

ItemFlat price
Mattress — Twin$82
Mattress — Full / Double$94
Mattress — Queen$103
Mattress — King / Cal King$114
Box Spring (any size)$92
Mattress + Box Spring Set$143

A queen and box spring priced separately would be $103 + $92 = $195. As a set it is $143. A king set with a heavy upholstered king frame: $143 + $152 = $295.

Nothing needs wrapping, nothing goes to the tree lawn, and any week works. Crews carry it out from any floor, and the order minimum is $100.

Frequently asked questions

Is it illegal to put a mattress out without plastic in Cleveland?

The City's bulk program requires mattresses wrapped in plastic. An unwrapped mattress may not be collected, and anything left outside the program rules can become a dumping issue.

Which week can I put a mattress out in Cleveland?

The first full week of each month, on your regular trash day. Bulk is not collected the other weeks.

Does Lakewood sell mattress bags?

Yes. Lakewood sells bags for $3 at its Drop-Off at 12920 Berea Rd, and requires mattresses to be wrapped and sealed.

What does Euclid require?

Euclid's hauler collects mattresses on the regular day if they are double wrapped in plastic and sealed with duct tape.

Can I skip the rules with a pickup?

Yes. A JunkRabbit pickup needs no wrapping and no set-out. Queen $103, king $114, set $143, carried from any floor.

Is a mattress and box spring one bulk item or two?

Two. In the City of Cleveland, that uses two of your three bulk items for the month, which leaves room for only one more piece.
